Position Summary (Please give a brief description of role accountability)

The Engineer – Quantity Surveyor will be responsible for quantity estimation, BOQ preparation, measurement, project billing, (including Contractor and Client) and cost & progress monitoring for the Company's infrastructure and water treatment projects.

The position will work closely with Project Engineers, Site Engineers, Procurement, Accounts, contractors to ensure that project quantities and costs are accurately measured, recorded, billed and controlled.

• Study civil, structural, architectural and relevant MEP drawings, specifications and project documents.
• Prepare detailed quantity take-offs from approved/GFC drawings.
• Prepare and update Bill of Quantities (BOQ) for project activities.
• Verify BOQ quantities against drawings, specifications and actual site requirements.
• Identify discrepancies, omissions and variations between drawings, BOQ and actual execution.
• Maintain quantity databases and measurement records for various project activities.
• Assist the Project Manager (HO & Site) in assessing the impact of design changes on project quantities and costs.
• Prepare detailed cost estimates for civil and infrastructure works.
• Undertake rate analysis for construction activities, materials, labour and equipment.
• Obtain and analyse quotations from vendors/subcontractors wherever required.
• Assist in preparation of estimates for additional, substituted and non-BOQ items.
• Support tendering and pre-bid estimation activities.
• Coordinate with Site Engineers to record actual quantities executed.
• Check measurements against approved drawings, BOQ and work orders.
• Prepare monthly Running Bills.
• Verify contractor and subcontractor bills against actual work executed.
• Check quantities, rates, deductions, retention, advances, taxes and other contractual provisions.
• Coordinate with the Project Manager and Accounts Department for timely submission and processing of bills.
• Track submitted bills, certification status, deductions and outstanding payments for Contractors.

• Develop and maintain detailed project schedules using MS Project.
• Prepare project progress reports, look-ahead plans, and critical path analysis.
• Monitor project progress against baseline schedule; identify delays and propose mitigation strategies.
• Coordinate with cross-functional teams (Engineering, Procurement, Construction, QA/QC, HSE) to ensure alignment of project timelines.
• Participate in project review meetings and highlight scheduling issues.
• Update project plans based on changes in scope, design, and client requirements.
• Assist in preparation of project execution strategies and recovery plans if required.
• Ensure compliance with company planning standards and client requirements.

• Detailing such as preparation of Process & Instrumentation Diagram (P&ID), process flow diagram (PFD), and Layout etc. providing constructive feedback to the AutoCAD team.

• Develop product designs from scratch.
• Present rough design draughts for client approval.
• Ensure product designs meet required safety and structural standards.
• Generate Solid and Surface CAD models using AutoCAD software.
• Preparation of Cable tray supports, Cable trays, Earthing & Lightning protection material, Illumination materials.
• Calculate BOM independently for structural steel
• Plan substation layout along with Switchgear room, Control room, Battery rooms, VFD room, UPS room etc. along with concerned Engineer/Lead Engineer
• Review & check the 3D Model within given time frame and should attend client review meetings
• Should be able to work independently with minimum inputs from Engineers/Lead Engineers, and plan/draw Cable routing, Earthing grid routing and Illumination layout as per dialux reports.

Shall be overall responsible for:

1. Day to Day operations of Effluent Recycle Plant comprising of, Pumping Stations (3 Nos) , Pretreatment system ( filtration ) , UF & RO with PLC and SCADA.
2. Allocation of various level staff comprising, operators, Lab Analysts, Supervisors, Technicians, Helpers etc. in 3 Shifts
3. All Documentation Reporting   and coordination with client/ Owner
4. Compliance at site.

• Operate ETP Units as per directions of ETP Manager.
• Adjust Operations & take corrective action in absence of ETP In-Charge.
• Handle Basic (Preventive) Maintenance and Service important units like Chemical Mixing, Dosing, Sampling, Sludge Evacuation (eg. oiling & greasing).
• Assist Electrical/ Mechanigcal maintenance technician(s) in carrying out preventive and breakdown maintenance of tasks.
• Hands-on Experience in operation and maintenance of ETP.
• Operating and Maintaing Screens, Grit Removal Devices, Pumps, Aerators, Valves, etc. in directing the effluent and settled sludge to various units for after treatment.
• Be able to sense troubles and act as ears and eyes of the Plant Manager.

• Technical & commercial evaluation of sub-suppliers offers for the major critical components/ items to insure that the received offer is in compalince with client’s specification & process requirement.
• Cost estimation of the system, insuring all items are covered in the costing part.
• Cost estimation of overheads, services/ manpower required to execute the offered system/ project.
• Preparation of detailed technical & commercial offer along with compliance/ deviation statement.
• Prepare technical offer including deviations/ clarification/ important notes, scope of supply & work, equipment specifications & exclusions. 
• Prepare commercial offer including price break down & optional prices as per the client’s requirement along with payment terms & conditions, delivery schedule, domestic/ foreign field service policy & other necessary like performance/ equipment warranty, offer validity & confidentiality agreement.
• Prepare dully filled compliance statement, quotation request check list (as per client’s requirement)
• Review the project with the Proposals Manager for comments and approval
• Submit the Techno-Commercial offer.
• Reply to the Technical Queries (TQ), that are raised by the client.
• Provide all necessary information/ documents to the client to get the technical approval on AES offer.
• Attain technical meetings with the clients
• Prepare revised techno-commercial offer in line with all till date correspondence (all TQ Reply) with client.
• Attend technical meeting/ conference calls with clients.

• Responsible to prepare all instrumentation and engineering deliverables such as design basis, specification, data sheets, instrument index, 1/0 schedule, logic diagram, cable / JB schedule, Instrument Datasheets, Index and 1/0 list, Loop drawing and Loop list.
• Review P & ID and prepare Instrument data sheets such as Control valve, On-Off Valves & other field instruments Verify the calculations for the orifice plate bore, Control Valve CV,
